Example Impact model with evaluation objectives and list of indicators
The ERA-NET project ICT-AGRI-1 initially started in the EU’s Framework Programme 7 in 2009, the follow-up project ICT-AGRI-2 was launched in 2014 and is scheduled until 2017. The ICT-AGRI project coordinates itself research projects with the aim of enabling precision farming by means of information and communication technologies and robotics. As these projects receive funding, an evaluation is required in order to assess the value they generate. This evaluation task is described in Work Package 5 “Impact assessment and evaluation of ERA-NET effectiveness“, one of the Work Packages which every ERA-NET project consortium has to manage. The impact model presented hereafter has been elaborated in order to accomplish this Work Package. It serves as a basis for setting up questionnaires to collect data on the impacts and the effectiveness of the ICT-AGRI research projects.

Opinion on a renewed mandate of the High Level Group on Joint Programming (GPC)
The High Level Group on Joint Programming (GPC) has been established in 2008 as a dedicated configuration of CREST (which since then became ERAC) in order to initiate and facilitate the Joint Programming Process (JPP) as defined in the Council Conclusions of 2 December 2008 (OJ C 24 of 2009, p. 3).
Since then the GPC, according to its initial mandate, has identified ten Joint Programming Initiatives (JPIs), has developed Voluntary Guidelines for Framework Conditions for Joint Programming and has taken further initiatives in support of the advancement of the JPIs and the JPP.
Considering the current status of the JPP and the new requirements for a specific strategic advice within the European Research Area (ERA), in the view of a possible revision of its mandate, the GPC proposes that a renewed mandate could include the following tasks:

Mandates for GPC Implementation Groups (IG)
The GPC Implementation Groups (IG) shall have the objective to advise the GPC on the practical implementation of the recommendations provided for by the GPC ad hoc Working Groups (WG) on: Alignment; GPC and JPIs; Framework Conditions; Measuring JPIs Progress and Impact. Furthermore they shall, on request of the GPC, take effective action in implementing those recommendations.
The IGs shall be set up for a maximum period of 1 year starting in February 2015 and can be extended for equal period upon approval of the GPC Plenary.
