The aim of this proposal is to identify roles, opportunities, and pathways for cities to foster circular economy to significantly reduce energy, water and material resource use, and related environmental impacts, to build resilience to ever-increasing uncertainties from globalization and climate changes, and to become more liveable for growing populations in different urbanization contexts in China and Europe. It will involve separate, and then integrated, work with the four cities of Beijing, Malmo, Shanghai and Vienna. This will be achieved by developing, establishing, and implementing quantitative methods for urban metabolism, on the basis of which to propose urban resource cycles and allocation schemes, and to provide theoretical and methodological foundation for building urban resilience to potential social, economic, and environmental stress. This will include necessary developments of expertise of our separate specialist groups in metabolism analysis, resource nexus modelling, robustness analysis, uncertainty analysis and consequence footprint sustainability analysis, working on their own cities. Then, through tight cross-partner collaboration, they will apply the specialized methodologies on each others cities for comparative and synthetic knowledge creation. Integrated solutions will weave in results from policy exercises and elicited stakeholder shared values which will provide bounds of acceptability for these liveable cities.
