Biennial Monitoring Report (BMR) 2024 on Partnerships in Horizon Europe published
The European Commission has published the second edition of the report on the Performance of European Partnerships under Horizon Europe (Biennial Monitoring Report - BMR 2024).
The BMR aims to provide a strong evidence base to guide the implementation of Partnerships and to inform strategic discussions on the effectiveness of the new policy approach to European Partnerships in Horizon Europe. This is the second in a series of four biennial reports, planned to be published in 2022, 2024, 2026 and 2028.
The BMR 2024 provides a systematic overview of the European Partnership landscape by shedding light on:
- The effectiveness of the new policy approach for European Partnerships and the extent to which it leads to better achievement of objectives and impacts compared to traditional calls under the Framework Programme.
- The progress of European Partnerships towards their objectives and intended impacts, both individually and collectively, at EU and national level.
- Drivers and barriers to early implementation and impact - e.g. in terms of contributions, coherence, cooperation, openness or accessibility of partnerships.
- First results achieved with a view to their further demonstration, exploitation and valorisation, including for policy making by Commission services and national administrations.
The report also provides a snapshot of the performance of countries and individual partnerships. This edition covers the 27 EU Member States plus Iceland, Norway and Turkey (country fiches) and 44 European Partnerships (partnership fiches).

Background
The 2024 edition of the Biennial Monitoring Report on European Partnerships has been drafted with the help of a Commission independent Expert Group on Support of the Strategic Coordinating Process, working together and under the guidance of the Common Missions and Partnerships Service at the Common Policy Centre of DG Research and Innovation. 27 Member States, Iceland, Norway and Türkiye and 44 European Partnerships provided data for this report.
Launch Event
The online launch event of the BMR 2024 took place on 19 September, including a presentation on key findings and a panel on the contribution of European Partnerships to the EU objectives and the BMR as a monitoring tool. ERA-LEARN partner and member of the Expert Group on Supporting the Strategic Coordination Process for Partnerships Effie Amanatidou also presented a portfolio level analysis and talked about country participation in partnerships.
