ERA-LEARN and the European Commission will co-organise the third European Partnership Stakeholder Forum on 4 and 5 December 2024 in Brussels.

The second Partnership Stakeholder Forum was organised by the European Commission and ERA-LEARN and took place in Brussels, 5-6 December 2023. The event attracted more than 250 physical representatives of the Partnerships community who participated in several workshops addressing current issues related to European Partnerships, including synergies between Partnerships and Missions; achievements and needs of European Partnerships based on the Horizon Europe interim evaluation; additionality and directionality of European Partnerships; openness and transparency; developing a coherent Partnership portfolio. The future of Partnerships was also discussed in detail both in terms of their selection process and their possible design under FP10 considering also internationalisation and global links within the strategic autonomy for the EU.

The report summarises key messages and conclusions drawn from the discussions during the two days. Further documentation including the agenda of the event as well as the slides and video recordings are available on the ERA-LEARN website.

On 24 January 2024, the European Commission and ERA-LEARN organised a webinar to explain the concept of “additional activities” with a short presentation by the European Commission on the general principles, a clear practical example from a co-funded European Partnership that has already been successful in executing these additional activities, and a simulation using the Pandemic Preparedness candidate as an example.

Identifying European Partnerships is an integral part of Horizon Europe’s strategic planning process. This will ensure alignment with the programme’s priorities.

The Strategic Plan needs to contain the identified co-programmed and co-funded European Partnerships and is a Commission Decision subject to the comitology procedure. The Institutionalised Partnerships are based on Articles 185 and 187 TFEU and follow the procedure for the legislative acts. All European Partnerships are being brought together in one document.

The consultation process for European Partnerships of the 2^nd Strategic Plan has started in 2023. Fiches for new Partnership proposals were published on the Commission’s website in summer 2023. After the consultation process with the Member States and Associated States, the new European Partnerships will be included in the 2^nd Strategic Plan of Horizon Europe expected for end of March 2024.
