EC-DG RTD, with the support of ERA-LEARN, is organising the second edition of the Partnership Stakeholder Forum in Brussels on 05 and 06/12/2023. The event will bring together the whole community of European Partnership stakeholders to discuss policy and practical aspects related to European Partnerships. It will furthermore provide a venue for networking, broadening engagement and sharing of experiences.

Objectives:

• Review the state of play of implementation of the European Partnerships launched under the first Strategic Plan, as well as first lessons learnt from the interim evaluation of Horizon Europe.
• Present and discuss the enlargement of the partnerships portfolio under the second Strategic Plan.
• Have a first exchange of views with the community at large on European Partnerships in the next Framework Programme.

On the agenda there will be a mix of plenary and parallel sessions addressing a series of relevant issues. Opportunities for networking will also be provided.

ERA-LEARN organised the second webinar to familiarise partnerships and member state officials with the requirements for preparing the BMR 2024 building on the guidelines (2nd Interim Report) of the Expert Group on support to the Strategic Coordination Process that prepared the BMR 2022.

Capitalising on the experiences of the individual partnerships and the common monitoring and evaluation framework of Horizon Europe, the workshop aimed at:

• establishing common understanding of the requirements of the new monitoring and evaluation framework of partnerships under Horizon Europe
• offer participants and member state officials a hands-on experience in designing and advancing their monitoring and evaluation framework in view of positioning this into the overall M&E framework.

The ERA-LEARN Country Reports provide an analysis of European R&I partnership participation and try to explain the performance of a country in transnational collaboration within the context of the overall situation in the national research and innovation system and comparing the particular country with a number of other countries of interest, as well as the EU averages.

These reports are useful for individual organisations in the specific country as they might only have a fragmented picture of the situation or they might lack explanations for certain features that may be found in the wider R&I context. The reports are also useful for organisations in other countries that wish to learn the reasons behind the position or role of a particular country and/or learn from other countries' exemplary performances.

ERA-LEARN has updated the guidance and tools provided by the RIPE toolkit to reflect the new requirements for European Partnerships. This resulted in the addition of an extra part in the now called Revised RIPE Toolkit, i.e. R²IPE - focusing on the Horizon Europe approach and the BMR requirements. The ‘old’ RIPE part has also been revised to include a comprehensive approach to the Basics in Monitoring & Evaluation that are useful in complementing the BMR-specific part.

The European Commission and the United Kingdom have reached a political agreement on the UK's participation in Horizon Europe, the EU's research, and innovation programme, and Copernicus, the EU's world-leading Earth observation programme.

As of 1 January 2024, researchers and organisations in the UK will be able to participate in Horizon Europe on par with their counterparts in EU Member States and will have access to Horizon Europe funding.

We are happy to announce that we have entered the next phase of ERA-LEARN on 1 July 2023, funded as a 4-year project under Horizon Europe.

ERA-LEARN will continue to be the reference support platform for European Partnerships, providing support to all stakeholders and actors involved in European Partnerships. It will remain a trusted service provider for the entire European Partnership community.

ERA-LEARN is looking forward to continuing a fruitful cooperation. We warmly welcome the new partners ANR (France), AEI/FECYT (Spain), and ETAG (Estonia) to the consortium and want to thank the leaving colleagues from AKA (Finland) for their precious work.

Open Research Europe is an open access publishing platform for the publication of research stemming from Horizon 2020, Horizon Europe and/or Euratom funding across all subject areas. The platform makes it easy for beneficiaries to comply with the open access terms of their funding and offers researchers a publishing venue to share their results and insights rapidly and facilitate open, constructive research discussion.

The platform is also open to researchers from European Partnership projects. Open Research Europe enables researchers to publish any research they wish to share, supporting reproducibility, transparency and impact.
