DG RTD, with the support of ERA-LEARN, is organising the third edition of the Partnership Stakeholder Forum in Brussels on 04 and 05 Dec 2024.

The Partnership Stakeholder Forum will address “20 years of European Partnerships: Reflecting on the past – Shaping the Future”, bringing together the whole community of Co-funded, Co-programmed and Institutionalised Partnerships’ stakeholders.

Building on the successful 2022 and 2023 editions of the Forum, this year the event will:

• highlight achievements of the European Partnerships,
• address important challenges and strategic discussions on the way to the 10th Framework Programme, 
• provide a venue for networking, broadening engagement and sharing of experiences.

The European Commission and ERA-LEARN are co-organising this forum as a physical event with the possibility to follow the plenary sessions in silent mode streaming. This year’s event will also provide opportunities for bilateral meetings of participants during the networking breaks with the support of a matchmaking tool.

On behalf of the European Commission, several expert groups have published reports on the interim evaluation of Horizon Europe and made recommendations for European Partnerships under FP10 in recent months.

The published reports include:

• The ERAC Opinion on Guidance for the next Framework Programme for Research & Innovation (June 2024)
• Publication of the so-called Draghi Report: The future of European competitiveness – A competitiveness strategy for Europe (September 2024)
• Advice on the future Framework Programme by the High Level Expert Group, chaired by former Portuguese Minister for Research Manuel Heitor in the groups report 'Align, act, accelerate' (October 2024)

ERA-LEARN has summarised the key messages on European Partnerships from the reports on a new page on the future Framework Programme FP10.

The European Commission has published several so-called evaluation support studies, the results of which will feed into the interim evaluation and further programme planning of Horizon Europe. The reports published are targeted to impact areas (Green Transition, Resilient Europe, Innovative Europe) and cover specific parts of Horizon Europe and its predecessor. They include relevant partnerships and missions for the first three years of Horizon Europe (2021-2023).

A total of 17 reports on European Partnerships were published within the evaluation support studies.

The European Commission has published the second edition of the report on the Performance of European Partnerships under Horizon Europe (Biennial Monitoring Report - BMR 2024).

The report also provides a snapshot of the performance of countries and individual partnerships. This edition covers the 27 EU Member States plus Iceland, Norway and Turkey (country fiches) and 44 European Partnerships (partnership fiches).
