Cross-cutting Issues and Additional Activities

The strategic approach under Horizon Europe foresees a variety of additional activities to be carried out by the partnerships next to the implementation of joint calls (Art. 8 of the ‘Provisions related to European Partnerships in the Horizon Europe Common Understanding’). It also covers cross-cutting issues that matter for partnership success, such as strategic planning, synergies, or knowledge valorisation. ERA-LEARN provides guidance for European Partnerships on approaching these issues, including an overview of methods and good practices in every area.

• Strategy & Foresight outlines a future-fit and systemic approach for partnerships (at an early stage or yet to be established). It introduces guidelines, principles and methods for developing Strategic Research Innovation Agendas (SRIAs).
• Alignment and Synergies section describes the differences between these concepts. It further provides entry points for those activities, as well as specific mechanisms and cases of synergy creation, with other partnerships, within the Missions, European Structural Funds, and other funding programmes.
• Knowledge Valorisation and Stakeholder Engagement outlines how to ensure alignment of R&I activities with societal needs. It builds on the EU knowledge valorisation guidelines and recent evidence about what makes up the effective engagement of diverse actors within the R&I context. It covers models for collaboration, engagement methods, issues of acceptance and uptake, as well as gender equality and inclusion.
• International Cooperation introduces the implications of a new Global Approach to research and innovation for the European Partnerships, and guidance for navigating the risks and opportunities of the changing international cooperation landscape.
• Widening Participation and European Research Area section outlines how partnerships can work to bridge the gap between the countries that join the EU13 and EU14 countries as well as engage with the opportunities stemming from the ERA (European Research Area) Policy Agenda, including engagement with the ERA hubs.
• Openness and Transparency, looks at why the Open Science Policy matters for the European Partnerships, the implementation of the FAIR data principles (findable, accessible, interoperable, reusable), and how partnerships can benefit from the European Open Science Cloud. The section also highlights the implications of openness and transparency for building trust, international cooperation, and engagement.
