International Cooperation

The European Partnerships for Research and Innovation (R&I) are an important player in the internationalisation of European R&I activities. They coordinate research and innovation communities that tackle global threats and societal and technological challenges, and serve as entry points for collaboration with global actors.

In its Communication on the Global Approach to Research and Innovation (R&I), the EU Commission presented a strategy to deepen international R&I cooperation based on openness and respect for fundamental rights and values. The Council reaffirmed the EU’s commitment to openness in international R&I cooperation and in April 2022, the European Parliament supported the strategy in a resolution.

In Horizon Europe, not only the partnership landscape has been reformed, but the European Union also renewed its strategic orientation towards international cooperation. In its Communication on the Global Approach to Research and Innovation - Europe's Strategy for International Cooperation in a changing world, the Commission presented a strategy to deepen international R&I cooperation based on openness and respect for fundamental rights and values.
